    Description

    First in line to purchase their bicycle license for 1942 are Carol Janet Greene (right) and Viki Williams (center). E. E. Lockard (left) is placing the new licenses on the children's bicycles. Mr. Lockard is the officer in charge of license sales at the Fort Worth, Texas, city hall. He is wearing a hat and a double breasted suit. Carol Janet is the 8-year-old daughter of Mr. and Mrs. A. B. Greene. She is wearing a polka-dot dress with a Peter Pan collar. Viki is 8-year-old son of Mr. and Mrs. J. B. Williams. He is dressed in a button-up shirt and striped trousers. Behind them is a bulletin board with a poster promoting bicycling safety.
