Description

Fort Worth City Detective Cobb, sergeant in charge of automobile theft investigations, fell in line to have his bicycle licensed. Detective E. E. Lockard is attaching the red license tag to the red, white and blue "Victory" model at the police station. Detective Cobb is riding his bike and smoking a cigar. He is dressed in a hat and a three-piece pinstripe suit. Detective Lockard is wearing a hat and a three-piece suit.
