    Expert sailors from all over the nation are flocking to Eagle Mountain Lake of the ninth annual regatta of the International Snipe Association. C. E. Heinzerling, of Stanhope, New Jersey, is readying his favorite movie camera to watch his sons, Ralph E. and Cliff, compete. The boys are representing Lake Lackawanna. Mr. Heinzerling is kneeling by the water's edge. He is wearing a hat, short-sleeve shirt, and trousers.
