The Texas Sheep and Goat Raisers Association is holding their annual convention in San Angelo, Texas. The 1940 Convention marks the Silver Anniversary of the association. In attendance, left tor right, are Hugh Campbell, Walter L. Boothe, and Jack Frost. Mr. Campbell is a rancher in Ballinger, Texas. He is dressed in a black cowboy hat and a three-piece suit. Mr. Boothe is a rancher in Sweetwater, Texas. He is wearing a cowboy hat and a dark three-piece suit. Mr. Frost is the owner of the White Hat Ranch, in Blackwell, Texas. He is dressed in a cowboy hat and a three-piece suit.
