Benbrook Dam. Ground breaking. Mr. Carter Sr. and a group of men are standing at the deck of a river. Mr. Carter and another unidentified man are holding a shovel together. Some of the men are wearing suits, or long sleeve shirts with pants and a jacket while others are in their military uniform. They are all wearing hats and standing together. Some of the men are looking towards the camera while other are looking straight ahead based on where they are standing. There is a table with a microphone on it and a sign that says 'WBAP Fort Worth"
