    Description

    The annual Reserve Officers' Training Corps (ROTC) inspection of cadets in Fort Worth, Texas, high schools was planned during a conference at the Public Schools Administration Building. Left to right are Colonel W. R. Woodward, Lieutenant Colonel James L. Ballard, and Fort Worth, Texas, Superintendent William Marvin Green. Colonel Woodward is a G-3 on the 4th Army Staff. He is dressed in his military uniform. Lieutenant Colonel Ballard is a professor of military science and tactics in the public schools. He is wearing his military uniform. Superintendent Green is wearing a double breasted suit. The men are standing in front of a window and a radiator.
