Meeting to discuss the Trinity River Development program, left to right, are Lieutenant General R. A. Wheeler, John M. Fouts, and Colonel Henry Hutchings Junior. General Wheeler is chief of the Army engineers and in charge of a flood control and rivers program. He is dressed in a military uniform. Mr. Fouts is the general manager of the Trinity Improvement Association. He is wearing a double breasted suit with a pocket square. Colonel Hutchings is the new Southwest division Army engineer. He is dressed in his military uniform.
