General Wheeler is chief of the Army engineers and in charge of a flood control and rivers program. He is dressed in a military uniform. Colonel Hutchings is the new Southwest division Army engineer. He is dressed in his military uniform. General Wheeler is Colonel Hutchings direct supervisor.
