The Block Mothers is a local organization with 10,000 members. They are putting plans into motion to organize their neighborhoods before additional rationing programs go into effect. The first step of the plan involved electing colonels to lead the chapter. Standing against a wall, left to right, are Mrs. H. T. Barr, Mrs. W. D. Collins, and Mrs. W. S. Curlee. Mrs. Barr is the publicity chairman for the organization. She is wearing a dress with a polka-dot collar. Mrs. Collins is a colonel for Handley, Texas. She is dressed in a hat, coat, and gloves. Mrs. Curlee is the supervisor for the Arlington Heights and West Side Block. She is wearing a hat, coat, gloves, and a brooch. She is holding a handbag tucked under her arm.
