    Construction is scheduled for completion on the $500,000 100-unit apartment complex at Roosevelt and Long being built by Neighborhood Action Inc., and its Neighborhood Action Apartments Trust. Helping with the first spade at the groundbreaking are, from left, city Councilman Leonard Briscoe, Don Mack, chairman of the trust; David Sustaita and Garfield W. Thompson.
