    Savings bonds still offer the major hope of the nation for the proper management of its debt, the encouragement of thrift, the accumulation of equity funds with which citizens make down payements on the capital goods that form an important bulwark of the nations economy, and the stimulation of active interest in government. The top award went to P. L. White Jr. of First National Bank of Cleburne, chairman for Johnsons County. Texas achieved 99.8 per cent of its quota in 1958 and the Fort Worth district achieved 108.1 per cent. These figures were given by Harry Phillips, chairman of the Fort Worth district.
