Striking Power of U. S. Forces Held Absolute The United States possesses "a gigantic over-kill capability" in the continuing race with Russia for supremacy in the field of nuclear war power, a national authority on the subject said here Tuesday. Dr. Paul C. McGrath of Washington, deputy director of intelligence for the Office of Civil and Defense Mobilization, was the speaker. He told about 250 members of the Federal Business Association and guests at a Glen Garden Country Club luncheon that if this country retains its present capability for massive nuclear retaliation, any troubles between it and the Soviets likely will be confined to "small limited conflicts."
