    A bill will be introduced in Congress early in 1959 for the creation of a central bank, Nels G. Severin of San Diego, California, president of the National Association of Home Builders predicted. In the picture appear from left to right, Larry Blackmon of Mineral Wells, Nels G. Severin, R. G. Hughes from Pampa, and Ted C. Peters from Fort Worth.
