R. Baumier Jr., new TPA president; Joe Bell, co-publisher of the Colorado City record, Division III winner; J. N. McKean , left, editor of the Pampa Spokesman, top in Division II, accepting the award from Arthur H. Kowert, outgoing TPA president, and Ed Leach, editor of the Longview News Journal, Division I winner, who accepted the trophy on behalf of Carl Estes, publisher.
