Brigadier General William Hood Simpson is the commander of Camp Wolters Infantry Replacement Center at Mineral Wells, Texas. He is being nominated by President Franklin D. Roosevelt for promotion to Major General. Congratulating General Simpson is his wife, Mrs. Simpson. She is wearing a hat, dress, pearl necklace, and gloves.
