Four postal organizations concluded a joint state convention with election of officers at Hotel Texas. James A. Hill Junior, of Dallas, Texas, was elected president of the Texas State Federation of Federal Employee Unions. He is standing against a wall, wearing a suit, necktie and eyeglasses. He has a ribbon identifying him as a "delegate," pinned to the lapel of his suit jacket.
