Description
A revised law removed the tax exemption from state, county and city employees and school teachers. Rhinehart Rouer (left), is handing his income taxes and a check to Deputy collector H. T. Brannon, right. Mr. Rouer has been a city attorney in Fort Worth, Texas for nineteen years. He was previously exempt under the old tax law. Both Mr. Rouer and Mr. Brannon are dressed in double breasted suits and ties. Published in the Fort Worth Star-Telegram morning edition, February 9, 1940.
