Description
Congressman Richard M. Kleberg, holding his hat and resting on a rail with one arm, looks to his right. He is a member of a select committee to investigate air accidents for the House of Representatives in Congress. Congressman Kleberg said his committee probably would recommend increasing resources and many new precautions to safeguard air traffic. They have worked out some plan to prevent air congestion in certain centers where commercial airlines, private fliers, training schools and now the testing of new planes all function in the same areas. The one crash they were investigating in Fort Worth, Texas, was the 14th since March. He is wearing a suit and necktie.
