Description
Maj. Richard E. Froiseth (right), constructing quartermaster for Camp Barkeley, turns over service command to Lieutenant Colonel Charles McKemp, acting camp executive officer. In the picture both men can be seen wearing their corresponding uniforms and hats, they are both standing in front of a group of people. Maj. Froiseth can be seen extending a paper to LTC McKemp, who is holding unto the paper.
