The Texas League Baseball Officials are responsible for the high standard of baseball in the league. Photograph of Chester Fowler (right) and an unidentified man (left). Mr. Fowler is an umpire in the Texas League. He is dressed in a three piece pinstripe suit with a handkerchief in his pocket.
