Texas' city tax assessors and collectors highlighted the sectional gatherings preceding the twenty-eighth convention of the League of Texas Municipalities at Hotel Texas. Left to right, Mayor Conrad F. Russell of Weatherford, Texas and Edward Geeslin, Brady's utility manager, Texas. Mayor Conrad F. Russell was elected president of the utilities section, succeeding Edward Geeslin. In this picture they are wearing suits and ties.
