Western Petroleum Refiners Association. Fayette Dow and L.W. Shank of Tulsa, Oklahoma. The two men are shown standing in front of an empty wall, both wearing suits. Mr. Dow's suit is single-breasted while Mr. Shank's is striped and double-breasted. Mr. Dow is looking directly into the camera, whereas Mr. Shank looks on at Dow. Both men are early arrivals to the three-day meeting held by the association.
