Description
"This must stop," Doctor W. B. Nies, county health officer, said as he pointed to a sign reminding offenders that they are disobeying a state law when they dump refuse on any highway and that they are punishable by a fine of up to $200 for each separate offense. This picture was made on the Randol Mills Road. The sign reads, "No Dumping Under Penalty of Law County Health Dept." Behind the sign is an array of litter. Dr. Nies is wearing a suit and a hat.
