Commander Dan F. Smith Jr. of Pittsburg, Texas. Commander Smith gave a speech opposing the merger of armed forces. Commander Smith is seated in an upholstered chair and is wearing his Navy uniform. The jacket is decorated with three stripes and one star on each sleeve. Above the breast pocket are three "bar" badges and another badge representing an eagle.
