Description

Weather Bureau R. A. Powell, chief technician for the bureau's 4th region, left, and Thomas L. Gibson, administrative assistant. The men are trying out a new machine for determining the height of clouds in daytime. The machine being called "ceilometer" is being installed at the weather bureau station at Municipal Airport. Mr. Powell is wearing a double breasted suit and a hat. Mr. Gibson is dressed in a suit and hat. They are standing with the Ceilometer.
