Among those who attended the American Legion, Department of Texas, convention in Fort Worth, Texas, were, left to right, Howell S. Palmer, of the veterans state service office at Waco, Texas, and George C. Betts, of Austin, Texas. They are standing against a blank wall, both wearing double-breasted suits and striped neckties.
