Attendees at the Oil Workers International Union (OWIU), Congress of Industrial Organizations (CIO) convention at Hotel Texas included, left to right, Lee E. Brown, of Corpus Christi, Texas, secretary-treasurer of OWIU Local No. 343 and state vice commander of the Disabled American Veterans, Paul E. Kelley, Washington, D. C., seaman first class and vice president of his local union, and R. J. Bay, Coffeyville, Kansas, who was in the anti-aircraft artillery. They are all wearing suits.
