Mrs. Nora Francis is secretary-treasurer of Borger's Local Union No. 463, Oil Workers International Union (OWIU), and is the only woman to hold that position in a local unit of the international organization. She is sitting in at all sessions of the 16th annual convention of the union as the only woman delegate to that nationwide gathering at Hotel Texas. Her husband, Elmer Francis, is an instrument manager in the meter department of the Phillips Petroleum Company. Mrs. Francis is sitting at a table, wearing a dress with a belt at the waist. She is taking notes on a notepad.
