    Library Beginning. Homa S. Hill (left), library chairman, and George W. Steere, attorney, who Thursday was appointed by Commissioners Court as librarian of the new county law library housed on the courthouse's third floor, look through one of more than 2,000 volumes that forms the nucleus of the library, which will be opened to the public as soon as necessary remodeling is finished. . Both men are shown standing in front of shelved law books. Hill is holding a book open and both are looking at it. Both are dressed in suits.
