Description

Cato S. Hightower was promoted to lieutenant to fill the post in the traffic department. Richard E. Tarvin, the previous lieutenant, was promoted to Captain. Lieutenant Hightower has been a member of the detective department since 1942 and started with the Fort Worth Police Department in 1936. He is standing against a wall wearing a hat and a double breasted suit.
