Inspecting the first two 1945 bicycle licenses issued Monday are Jeanne Taylor, 11, and Floyd Carmichall, 11. Jeanne, whose father is overseas in a hospital, received her first Texas license. In the picture both children can be seen on their bicycles, in front of a wall, that has a lot of pictures of police department.
