Description
Colonel Herbert Baldwin of the Army finance office presents award to Manuel Vargas Junior with a commendation awarded him for more than 25 years if service to the War Department . Vargas, chief clerk in the finance office here since it was activated in May 1942, formerly was chief clerk in the Army's Panama office. Mr. Vargas appears to be wearing a suit, collared shirt, tie, and eyeglasses. Col. Baldwin is wearing his uniform and handing the award to Vargas.
