Watching the cars go by, to see whether they qualify for supplemental gasoline rations by carrying a sufficient number of riders, are, left to right, M. J. Kavanagh, district Office of Price Administration rationing officer; G. L. Robertson, chairman of the county rationing board; and D. Holmes Smith, chairman of the supplemental gasoline rationing panel. They are standing on a sidewalk and are wearing suits. Mr. Kavanagh and Mr. Robertson are wearing hats.
