J. C. Capp, left, director of Bureau of Census, Washington, District of Columbia (DC), and Will A. Hale Junior, acting regional supervisor, Fort Worth, Texas. Sudden wartime population shifts accompanying the decentralization of American industry, were among some of the problems they discussed. Capp is on the left pointing at a point on a Texas map while Hale Junior holds the map up and listens. Published in the Fort Worth Star-Telegram morning edition, February 4, 1944.
