Harland Harvey Hester, superintendent of city street and garbage department. In the photograph, Mr. Hester and another unidentified man are kneeling in front of a dented, lattice work of metal on a hard surface. The letters "EYE" in big block capital letters are visible on a metal section furthest away from the men. The unidentified man is kneeling to the left side of the metal. He is wearing work overalls, black laced shoes and wire-rimmed glasses. His index finger is resting on the metal object. Beside the unidentified man is Mr. Hester kneeling behind the metal object. He is wearing a suit, collared shirt, diagonal striped tie and a western hat. He also has an index finger resting on the metal object. Behind both men, on the left side of the photo, there is a brick wall with a light switch and an electrical outlet visible. Next to this, in the middle and right side of the photo, there is a closed metal, roll door.
