Dedication are the dignitaries in the reviewing stand, left to right, Brigadier General Ricardo Nunez, commander of the Mexican Army garrison at Piedras Negras; Colonel F. W. Whitney, Captain Arnulfo Nunez, Lieutenant Colonel R. A. Vaughan, Lieutenant Colonel J. W. Savage, Major Leroy Haskell, Esteban Walker, Mexican consul; G. R. Wilson, American consul and B. W. Moreno. The men are shown standing lined up on a wooden platform and looking in various directions. The military personnel are wearing military uniforms. There are other people in the audience behind them.
