Description
A chimpanzee looking at an old tire nailed to a tree in the Forest Park Zoo. It appears as though zoo officials were questioning whether to remove tires in the chimpanzee enclosure for the Scrap Rubber Campaign being driven by President Roosevelt. "These old tires, now, they could come off. But should we ought to? Ah, that's a question." A leashed chimpanzee is inspecting a tire in question. An observer leaning on his automobile can faintly be seen in the background.
