It appears as though zoo officials were questioning whether to remove tires in the chimpanzee enclosure for the Scrap Rubber Campaign being driven by President Roosevelt. "Harriet Chimpanzee, in a deep quandary" A leashed chimpanzee is inspecting a tire in question.
