J. A. Ramsey delivering scrap rubber to Ray Weir, service station manager, during the scrap rubber campaign driven by President Roosevelt. "J. A. Ramsey was up early Monday to do his part in the scrap rubber campaign and here delivers to Ray Weir, manager of a service station at 912 West Seventh Street, an assortment of tires, shoe heels and other items that have been gathering dust in the shoe shop Ramsey operates at 906 West Tenth Street." Mr. Ramsey appears to be demonstrating a scrap piece to Mr. Weir. Mr. Weir is looking at the scrap while holding a box of scraps in his hands and is balancing a tire on his shoulder. He is holding a pipe in his mouth and looking at the scrap in Mr. Ramsey's hands through his round, thick spectacles.
