ABSTRACT: The objective of this project was to produce an updated municipal personnel policy manual that was clear, precise and ready for the City's review and approval. This was done by evaluating and updating current policies and procedures already in place, assimilating past auditor recommendations to remedy recognized deficiencies, incorporating industry "best practices" already in existence, researching other small to medium sized municipalities' policy collections, and establishing new policies for effective evaluation and management of employee performance.
