Abstract

The City of North Richland Hills is situated eleven miles northeast of Fort Worth in the heart of the Dallas - Fort Worth Metroplex. NRH is completely within Tarrant County and has a contiguous city limit without extraterritorial jurisdiction. This means NRH cannot annex additional land. The city is approximately 90% built to capacity within the city limits. NRH had 70,441 residents ("North Richland Hills, Texas Population," 2019). In a recent survey, 96% of respondents believe NRH is a great place to live. This project was initiated to find a method for calculating costs of emergency services that include police, fire, and emergency medical services (ambulance), supported by property tax revenues for the next three years on a fiscal year basis from FY20 - FY22. The city is located within one of the fastest growing regions in Texas and is continuing to experience positive growth. Evaluating cost and revenue projections to accommodate this growth and determining the valuation of remaining build out is critical.
