Abstract

"This report represents the collective efforts of the State Job Training Coordinating Council and its staff to recommend to you a plan for implementation of a high skill, high wage strategy that will prepare the Texas work force for the "smart jobs" of the future. The recommendations in this report reflect the Council's conclusion that a more effective and efficient system would result if all work force development programs were administered by a single agency at the state level. We also recommend a single, broadly constituted, Human Resource Investment Council to advise you on Texas' major work force development programs.
