Abstract
In August 1988, the Economic Dislocation and Worker Adjustment Assistance Act (EDWAA) was enacted as Subtitle D of Title VI of the Omnibus Trade and Competitiveness Act of 1988. EDWAA amends portions of the Job Training Partnership Act (JTPA) and revises the Title III Dislocated Workers Program....This Guide is designed also to help the JTPA contractor develop an eligibility and verification system that complies with JTPA law, Federal Regulations and Texas Department of Commerce policy. The first section outlines those criteria (as stated in the JTPA and the Regulations) and definitions needed in determining Title III eligibility. The second section identifies the process for determining eligibility through the use of Eligibility Flow Charts and the Eligibility Determination Worksheet. Section three identifies acceptable documentation used in verifying eligibility requirements through the use of the Eligibility Documentation Log. Section four addresses policy regarding Certificates of Continuing Eligibility (CCEs).
