Fort Worth firefighters Phillip Millard (left) and Joe McGowen of Station 14 were reasonably dry when they began battle in the great Fire Department Hose-Off, but ended up soaked when the opposing team took aim. Published in Fort Worth Star-Telegram morning edition June 14, 1981.
