J. Lee Vilbig of Dallas, left, was low bidder at the regional office of the Soil Conservation Service for three detention reservoirs in the East Fork watershed of Trinity River. He was congratulated by Louis P. Merrill, right, regional SCS direction. an interested party was Roland Boyd of McKinney, president of the East Fork Association. Published in Fort Worth Star-Telegram morning edition April 14, 1951.
