Mayor George D. Barber of Mineral Wells, left, outgoing president of the Texas Construction Council, passes on a word of device to his successor, Charles H. Oehler, a Galveston city commissioner, during a council session. Oehler is also president of the Texas League of Municipalities a post formerly held by Barber. Published in Fort Worth Star-Telegram morning edition December 11, 1950.
