Description
Police Chief Jess Cariker of Odessa seating at his desk holding a police book of rules and the Bible. Cariker is a Baptist lay minister. He keeps a Bible in his office. He grew up in East Texas. Since he came to Odessa, he has set up a traffic department, made a basement storage area into a school and detail room and developed a first-rate identification bureau. He believes Odessa's crime rate is as low as any city in the nation.
