The U. S. Supreme Court decision Monday in the Alabama Pupil Placement Case was termed favorable toward preserving constitutional rights and shows the court is scrutinizing the complexities of the segregation issue more closely, Rep. Brooks Hays said here Tuesday. Hays was here in his capacity as president of the Southern Baptist Convention to deliver the principal talk at ceremonies marking inauguration of Dr. Robert E.
