Herb Owens, Star-Telegram sports writer, wins award. Owens who covered state schoolboy football for four years, was chosen from five nominees which included Dick Moore, also of the Star-Telegram staff. Other candidates were Buster Hale of the Longview News. Harold Ratliff, sports editor of the Dallas bureau of the Associated Press and Ed Fite, sports editor of the UPI Dallas Bureau.
