Members of Boy Scout Troop 143 see their new charter which Council Commissioner Herb Hilderbrandt, left, has just presented to Scoutmaster Joe Waggoner. The presentation was made at a court of Honor in the Castleberry Methodist Church. A man holding a plaque smiling and another man standing by him looking at him smiling.
